Where are the turn signal light fuse/relay located, front box or under rear passenger seat? Also how are they labeled meaning the ABBREVIATIONS listed on cover...what should I be looking for?

I figured out the IGN 1 relay was the problem. the tachometer, odometer, MPH and signal lights were not working until I re-installed the relay. Yet my car will not start with it installed, only when it is removed. Today after I re-installed the relay, and the dash components started to work, my service eng light came on, it is giving the CODE 0449. Which indicates the EVAP vent solenoid control circuit has a fault. Do I have to replace the vent solenoid and the cannister together, or will the vent solenoid fix this wiring/starting problem I'm having?
