96 Sedan Deville, Outside temperature reading is way off the actual temp. The AC also does not blow out cold air, yet it will not take a charge.

Could have a bad outside temp sensor or a corroded ground. That can also cause problems with the ac system turning not on. Does the car display any message saying low refrigerant or anything like that when you try to turn the ac on? If there is a trouble code stored in the computer regarding the ac it wont let the compressor turn on until it is cleared.
