Default hvac issue

ive had the car for about a year and a half now, and the heating and air conditioning has never worked. mainly, the blend doors dont seem to work right. open when they should close, only open a little, etc. also, the gas gauge has never worked right, especially under about 3/4 tank. i know the bcm reads information from both of these. think it could be related? im mainly just trying to fix the HVAC issue, tho. thanks!

oh yeah sorry i was running on 3 hours sleep, late nights bodydropping my truck. its a 99 deville, just turned 90k, dont see why miles would matter that much. unless i disconnect the blend air doors from the rods that go to the control motors and move the doors to the correct position, hot air always comes out of the vents. not as if the blower motor is on, but just enough thats being pushed through the system from airflow at driving speeds. ill check codes tomorrow
