when you turn the wiper switch on the wipers jump up a ways and come right back down. You have to play with the switch to make them go all the way across. Any ideas? Friend was quoted like 450 dollars for some type of module or 900 dollars for a switch. Does this sound right?

Prices sound like you being 'jacked'. Try turning wipers on and wiggle connectors at wiper motor. If they start working, re-post which connector did what, if not have a qualified person check it out.
