PCM (ECU) Reprogramming

PCM (ECU) Reprogramming
I put this in the general tech section and got no response (other than a stupid one which was removed).
Just found a tool that apparently reprograms the PCM (ECU) in Caddy's:
Kent-Moore Cadillac PCM Programming Adapter J-45211
Has anyone used this device and does it work on 98-03 Seville STS's?
I have just bought my fourth STS although two of my previous cars were solely purchased for donor parts, this car looks like it might have a fried PCM from the previous owner trying to jump start it.
Any experts on here in the field of PCM reprogramming? Just wondering if that tool above is good for the job and generally how what's involved.
