Not certain about the Deville, but keep in mind that in many vechicles the blink rate is established by the total load on the circuit ie: front & rear tail lamps & marker lights. If a filament in one of these bulbs burns out, the load drops, voltage increases and the blinker will blink very quickly. Whether intentional or not, a consequence of wiring it this way is it provides warning that a bulb is burnt out.

So I checked it out the other night and the blinker is workin prime now. but the random dude was right, and my right-side brake light is stuck on. I think this may be because my stepdad through some random bulb in there when i got it fixed, but im goinna switch it out soon and see what happens. for some reason though the bottom light is out on both sides though, so that may have something to do with it too.
