97 Deville, Blower motor or Hvac control problem?

Question 97 Deville, Blower motor or Hvac control problem?

Appreciate any help i can get guys, I'm new to owning a Cadillac & just bought a 97 Deville last week. I'm having problems with the blower motor not running at all (with the engine running as well). From the research i dug up, The connector that supplies the blower has 3 wires, Positive to the battery through a 50 amp fuse (Red), A ground wire to the battery (Black), & a signal wire that is Grey that is supplied by the HVAC controller to control the speed of the blower by sending a square wave signal. With the engine running & the HVAC controls in manual Hi, Lo & Off, These are my results with a quality Fluke multimeter.

Positive to Negative for the blower off the connector is always 13-14 vdc, That's ruled out I believe.

Signal wire to the Negative wire on the connector results:
Hi .055
Lo .055
Off .055

But if I test from the Positive wire on the connector to the Signal wire on the connector, I come up with this:
Hi 13.72 vdc
Lo 11.28 vdc
Off .155 vdc

The results of the positive to signal, make me think the HVAC controller is doing its job in controlling the blower motor.
Anyone have similar results on their car at the connection?
Already researched how to change the motor out, Have that covered, But because its not simply a matter of a simple 2 wire motor circuit, I'm not sure if my HVAC controller is malfunctioning, or if my test results show the controller is functioning properly.
I'm also not sure what the resistance should be between leads on the blower motor itself. I'll have to run out & test that as well.
