Default rpm won't pass beyond 4 in park

Hi everybody! Proud owner of 2001 eldorado etc with 75000 miles and a new member to this club! Could anyone tell me why the rpm won't pass 4 when I accelerate in the park position? The same results happen when it is also in neutral. Is there a shut off relay or something of this matter? my car drives fine and passes the 4 mark on the freeway. Thanks for any anwers. I'll try to have up pics soon!

It's not supposed to, "free rev'ing" or rev'ing engine with no load can cause may bad things....engine and/or transmission (neutral dump) internal failures in spectacular ways.
