Default rpm won't pass beyond 4 in park

Hi everybody! Proud owner of 2001 eldorado etc with 75000 miles and a new member to this club! Could anyone tell me why the rpm won't pass 4 when I accelerate in the park position? The same results happen when it is also in neutral. Is there a shut off relay or something of this matter? my car drives fine and passes the 4 mark on the freeway. Thanks for any anwers. It's not supposed to, "free rev'ing" or rev'ing engine with no load can cause may bad things....engine and/or transmission (neutral dump) internal failures in spectacular ways.
