Default 86 Seville 4100 belt issue crankshaft pulley?

Hello. Brand new to your forum. I recently purchased a 1986 Seville, (shared chassis with the Eldorado Riviera Toronado) with the 4100 Transverse mounted engine, 106,000 miles.
The belt is rubbing against the water pump shield, causing not only noise, but I'm sure worn/torn belt in the near future. Judging by the missing strip in the under hood insulation, it has thrown or shredded at least one belt in it's life.
I have used straight edge and laser and am almost positive that the crankshaft pulley is approx. 1/4" too far in. The accessory pulleys all seem to line up with each other. It is easily visible that the belt is making an 'angle' on the idler pulley to track into the alternator's pulley.
I am good at some things, but before I buy special tool J---- pulley retainer and J---spark plug air pressure adapter and ...... and attempt to pull the crankshaft pulley to investigate further, I was curious if anyone had ever had an issue where (I'm guessing) the damper or harmonic balancer has decreased in depth or collapsed or???

This is a project car I picked up for a reasonable amount-one owner, but I don't know the history of repairs. Only my third Cadillac (not counting five Rivieras), but I'm excited to get it to a trustworthy point where I can take it on road trips!
