Default 2006 CTS-V... at times won't start

My dad has intermittently been having an issue with his 2006 CTS-V. He describes it like this:

he problem is this, after using the fob to unlock the car, I get in, press the clutch to the floor and turn the key and...nothing happens even though the radio comes on, the windows can go up and down etc. -happened before and it seemed that after a full 1/2 hour, it'll start normally as if nothing happened

There has to be a way to get it started rather than sitting around for half an hour... if you try to start it anytime less than half an hour the restart timer seems to reset to require another 30 minute wait
ANyone know what might be happening? Security system or a short somewhere? He hasn't taken it to a dealer because once it gets going there's no issue (but i guess he might have to if it keeps happening).

Thanks for your help!

Any mods? Under 4yrs or 50k should be warranty(mods can be an issue). Over 50k trip to dealer may still be required for scan testing/diagnostic "generic" scanners at parts stores and used at non dealer repair shops may not be able to read all possible codes / systems in vehicle.
