I am working on a 02 Cadillac DTS and the wipers will not turn off along with the washer fluid pump it ran the bottle dry. If I turn the key OFF everything will shutoff fine but as soon as I turn the key on the wipers turn on (slow) and shortly afterwards the pup will turn on. I have replaced the Multi-Function Switch and still have the same problem, I disconnected the new switch (all three connectors), thinking I may have gotten a bad switch, but that did not help either. I am at a loss, the only other thing I think it could be would be the Motor (Pulse Board) but I don't know if this would effect the Washer Fluid Pump or not. Also I went in to disconnect the fuse from the PDC under the hood and someone ran a jumper wire from the Transmission fuse to the wiper fuse, so apparently there is no power going into the fuse. My buddy just got this car about 2 months ago and I am the only one that works on his vehicles so the last owner must have done this.

Any advice/suggestions are greatly appreciated.
