1998 Seville STS wiper switch & cruise control switch not working HELP!

1998 Seville STS wiper switch & cruise control switch not working HELP!
I am astray and looking for a life jacket....has anyone ever had this problem before:
Wiper Blades only engage on high, dead on every other setting.
No Windshield Wiper Fluid discharged when activated at switch.
Cruise Control also a no go when pushed or pulled.
Cruise Control Idiot Light on Dash Cluster does light at key entry operation so it's not the bulb or fuse(s).
So has anyone ever en-countred this before?
She is a well maintained Caddy with record service to prove it, no other electrical problems.
Every option works well.
Any recommendations?

You need to check harness at column tilt or under dash.
All of these issues are tied to the steering column or circuit.
There should be a main harness connector for everything coming out of the column.
did anyone work under the dash?
You may have body codes present.
Easy to check yourself on this car.
Wipers on high should bypass everything.
Wiper delay may run through the BCM.
That might be a good clue.
You may just have a bad/blown fuse.
