Default fuel filter

I am having trouble removing the fuel filter on my 89 Allante, someone has tried in the pastand used vice grips so I am unable to use my fuel line wrench. I have been trying to use penertrating oil, I have used my air hammer trying to shock any rust loose. short of cutting the can I am not sure as to what to try next. I am concernedwith the line from the tank to filter as their is no room for mistakes. does any fellow Allante owners have any idea as to try next.

Actually its an old model of Cadillac so in the past anyone who fitted its fuel filter,it grips it well but you can,t open it.A best option for it to take the car to a Vintage mechanic because he knows well to remove and fix it in low expense.
