Default Simple Fix? Replacing fuses/ add resistor for 1998 ETC "STARTING DISABLED" error?

Hopped in my 98 the other day and had my heart broken immediately when I turned the key. I've been messing with it since and as far as I can tell based on research and such is that the two wires that connect to the ignition switch have probably broken.

Replacing the ignition switch is a large task involving removing the steering wheel so I'm looking for an alternative way.

Has anyone gotten around this problem using a resistor they wired on themselves? I've read about it but not too sure what I'd need to do. I doubt a fuse would fix it but literally anything short of removing the steering wheel would be massive help.
