1999 Eldorado not charging
I recently purchased a 1999 Eldo ECS with less than 28K miles. An exceptionally well preserved Sun City car. It still has that new car smell. My wife loves the car. Here's the conundrum; it recently developed a low voltage problem. I replaced the Battery, Belt, and a 'New' not rebuilt Delco Alternator. The same problem continues, low voltage 13.3 to 11.2V with the headlights & A/C on. The new alternator was bench tested and delivered 138A @ 15.1V. I checked and cleaned the battery cables up the fuse box and the ground cables to the engine block and the alt/regulator plug. Everything looks like a brand new car should. Could it be the PCM and where is the PCM located? Under the air cleaner? Your help will be greatly appreciated. Otherwise the car goes up for sale to someone who won't appreciate the car for what it really is. An All American Classic.
Changing the alternator on this Eldo/Nothstar makes me appreciate my 1991 Allante even more with a top mounted Alt. Besides our Allante has never had a charging issue.

Low voltage
The charging will sometimes be affected by the starter relay,which is hooked into the theft deterrent controller. Have you pulled any codes to give any other indications to problem circuits???? Their is always a solution if you look deep enough.Also check out the connection at the A/C fuse.
