Default WEIRD ELECTRICAL PROBLEM (HEADLIGHTS)

I own a 99 DeVille andI have a weird electrical/brake/headlight problem. I was getting home from school earlier and noticed that everytimeI would step on the brakes all the lights inside and out would dim. There is also this strange noise kinda like someone clicking a switch on and off everytime I step on the brakes - it sounds like its coming from right behing the digital dash. I thought that maybe all my amps were makin a short or somethin butI disconnected them and it still does that noise - PLEASE HELP!!!

P.S - If anyone knows of a website or place that sells replacement cornering light bulb sockets i would appeciate it
