Default fuel problems.

Hey everyone. I got a little problem with my fuel system on my 94 Concours that I can't seem to work out. When I drive it seems like I get a constant flux of gas to my engine. Its like a little burst of speed every few seconds, its weird. Doing this has made me notice that when I take my foot off the gas my car does not slow down, but it speeds up instead. Also, when I turn the car off there is a clicking noise under the hood that I have found to be the throttle opening and closing over and over even after the engine has stopped. I believe that the car is continually pumping the gas into the enigine at bursts, whether stopped or off.
To make this an even weirder situation, when I tried to scan the OBD all I could get off two different machines were that my car was not responding. I ran tests about seven months ago right before I stopped driving it and they all ran perfectly, the only thing that the ar did was sit out on my street for seven, alomst eight months. To top it all off my left blinker is tripping out as well. It decides randomly if it is going to flas, and how fast it feels like flashing.
I don't know whether this is an electrical problem that I'll need to fix or if its just my car pissed at me for not driving it for so long. But I do not wanna waste money just throwing parts at her so if anyone could help me I'd be much abliged.

at what speeds you see that?
is the cruise control engaged when it does it?
have you tested the idle control?
etc .. etc ...

It seems to get it all speeds, but for some reason it likes to approach 45 and stay there. It feelsas if the car is already receiving excess gasbefore I even put it into gear, or let go of thebrake.I have not checked anything because I do not have the manual for this car, and my other cadi is an 80 DeVille which kinda shows itself off a little more than the newer cars do. I do not know how to test the Idle Control, but if it involves taking voltometer readings I can definitely do that with a little guidance. As for cruise control I have made sure that it was off a few times, my girlfriend even asked me that question when we were driving around.

Blinker is most likely bulb or socket of light not blinking when turn signal acts up, use common sense as where to check for inop.bulb when it happen again..Not related to isc condition.ECM may have lost tps learned value or you may have bad tps.Idle learn is another area of concern. If idle is not learned car wont slow down.Bad closed throttle switch could cause ecm not to reconized you lifted off gas.Check for codes using "on board" and post codes
