Default 2001 Deville speedo, EEPROM

Digital speedo out, and an online contact offers to "reflash the EEPROM"...I take it to mean reprogramming the computer. Does anyone have experience with this? What in the world would a dealer charge for this? (The online guy wants $285, but so far I haven't a clue as to just what I would send him). And, how do I know for sure that that's what is needed? The speedo reads "0", the Odometer is stationary, no Cruise Control. I have replaced the VSS, no help. Thanks for assistance. Badly needed.

Default eprom

Two chips in the ECM that control just about everything,eprom and calpac. The eprom would control the electronic functions and the calpac the engine control and fuel functions. Not sure on the newer Cads, but the older ones I have never heard of a reflash.

Guy says I'd have to send him the instrument cluster...which I am hesitant to do without a clue as to whether that would solve my problem. Man, do I hate to take it to a Dealer. Past experience is that they will want to do everything conceivable and easily and quickly get up into the thousands. Appreciate any help.
