it sounds like a mode actuator but it also could be the control head

does it blow in just the bottom ----both sides drivers side and passenger side?
does it blow out the side vents?
does it blow out the defrost?
all single not joint blowing?

try this to recalibate the actuator
  1. Turn OFF the ignition. Remove the battery positive voltage circuit fuse of the Instrument Panel Control Module.
    Important

The module memory will not clear if the battery positive voltage circuit fuse is installed in less than 60 seconds.

    Wait 60 seconds.
  2. Install the fuse.

as it changes from floor to dash
do u feel any out the vents
it almost seems like the centre vent is missing
on a/c it blows out the side vents correct

if u put your head on the floor driver side u could actually see the door lever move

when swithing from floor to dash,i can hear something move in the area of the dash where the vents are,but no air flows thru...almost as something is stuck.

well look under the dash and see if u see the lever moving
its may be a door actuator
well there is one on each side
but check driver side first
then pull the glove box
and u should see one behind there to if i remember correctly

well ,this will clear some of them but it can also set codes
so u have to go through the section that tells u how to pull codes and clear them that way
