'81 deville..do i need a smog cert in california?

Default '81 deville..do i need a smog cert in california?
I have an 81 coupe de ville that has a 70 model 500 in it. I would like to bring it out here, but am concerned about the smog regs here. Do they have a waiver program for a car 28 years old?
