Wheels squeaking

98 Deville's wheels squeak at all speed. . . is that a bearing issue? or a brake issue?

Unlikely bearing they normally have grinding or roaring noise. Brake pads or splash shields rubbing rotors possible. If you haven't had brakes checked in awhile, that would be a good place to start.
