Default twilight sentinel headlights

I have an '81 cadillac deville and
my headlights will not come automatically on at night and I replaced the twilight sentinel amplifier. that did not fix it so I also replaced the eye. still no luck. I discovered when I pull the eye out with the ignition on, they work ok. if I put the eye back in, they will not work. this is why I thought it was the eye.
any help would be appreciated.
thanks.
Jim

New or used parts. Photocell(eye) should have corrected it. You could try to OHM test photocell should have a high resistance value when covered.

the twilight sentinel amplifier was NOS (new old stock) and the photocell eye is new and I tried the OHM test on both photocells and they both go from low resistance uncovered and when covered has a high resistance. it does not appear to be the photocells
thanks for your reply and any other ideas you may have would be welcome

I checked the voltage across the harness connector like you suggested and with the ignition on the headlights come on. I don';t get a voltage reading when I turn the sentinel headlights to off position I get a reading across the harness connection of about eight volts.
thanks again
