Heating Up

I have a 1994 Deville with a 4.9 AND IT KEEPS OVERHEATING when AC is not on. CHANGED tHERMOSTAT and Temp Sending unit. Are there/where are the relays that control fans when AC is not on?

i have 98 deville they are on base bottom by radi three relay on mine
