Default Dash Lights flicker from dim to bright

I have a 1994 STS and my Dash lights flicker from dim setting to bright setting on the instrument panel. This will continue for 30 to 40 minutes after starting the car at night when I get off of work. By the time I get home they will stay lit as the setting I have them adjusted to via the instrument dimmer control on the light switch. I have searched for similar issues on the forums and was unable to locate any similar issues. Please reply. This is very frustrating.

It coulde be a few things....the dimmer switch itself could be faulty, the instrument cluster itself could be faulty, or the signal wire from the switch to the instrument cluster could be shorted....also one question to the radio lights dim also? If not i would say the Instrument cluster is faulty
