Default Cruise Control Servo

I recently purchased a 1994 Cadillac DeVille Concours. When the key is put into the on position as well as after the car is turned off the Cruise Control Servo makes an interesting sound for a few seconds. The sound is best described as ball bearings rolling around inside the servo unit. After essentially wiggling it around the sound changed slightly to a softer version of ball bearings rolling around. I checked and the cruise control switch was in the on position. I tried putting it in the off position, but there was no effect. Does anyone have any advice for this problem or should I simply replace the servo? Thanks for any help in advance...

Regards,
