Default blower motor control module

I have an 87 seville and the heater fan does not work. It is new, and I have been told that it could be the blower motor control module. is there any way to test these before I spend almost $200 on a new one and this may not be the problem. I picked one up from the junk yard and it made no change, it may have been bad also, but I dont know how to test
please help

You need to start by checking the voltage at the blower motor connector. If it is more than 4v the motor is bad(prob not the problem since you said it was new). If less than 4v then check pin "A"(power wire at connector) with voltmeter to any good ground. More than 4v check for open in ground on blower connector. Less than 1v at pin "A" check for short to ground. 1-4v we need to test more. Once at that point post and let me know what you come up with. There is alot more to check.
