1997 Catera "Traction Control" and "ABS" lights

1997 Catera "Traction Control" and "ABS" lights
I have searched the forum hoping to find an answer to this problem, but was unsuccessful, so I'm going to post:
1997 Catera. Both "TC" and "ABS" lights are on.
They are not on when the car starts, but come on as soon as brakes are depressed,
and then stay on until the car is shut off. ODB II code reader shows no error codes whatsoever.
Owners manual says it indicates a problem, but doesn't say much beyond that.
I also notice a very slight shimmy in the sterring wheel when driving at slow speeds.
Brake pedal feels solid (no pulsing), so I have ruled out a warped rotor.
Anyone think this could be something simple, like a tire balance issue?
