Default 96 STS Power Steering Problem

I need some help----- My 96 STS has been having an increasing intermediate problem. After sitting in heavy rain for some time my steering wheel will lock upon starting and agin sometimes shortly afterwards when I stop; say at a stop sign. The dealer says he has never heard of this and wants to 'put it in the carwash' to see what happens.

Please let me know if anyone knows of this problem and the solution.

Lock up? Do you mean it won't move or it requires a lot of effort to move?

Did you go to a real Cadillac dealer? Some early northstars had this concern water would build up between belt and pulleys causing belt to slip. I suggest to replace belt with "gator" type belt it will have opennings in belt grooves to allow water to escape and add baffle to right front.On early northstar car there was no under right front this allowed water to splash on to belt causing concern.However, they put a baffle on left side to protect abs pump. Order this baffle from dealer flip it over and mount under right side.Hope it helps
