Sounds like the relay is gone or the wires are not making proper contact on the heating elements. I don't have a manual that old to help though, sorry. Just assuming you have an 89 Fleetwood.

You are hearing the relay. I would look at each grid line on the back glass for a break or at either end for the wires being broken off or disconnected. They sell a repair kit to fix the grid line, but you say none heat up, how did you verify that?

Thanks for the info-I put it on and felt the window after a few minutes, BUT also I tried when a bit of fog was on it while raining, to no avail.

Inside the car, usually up from the rear shelf a few inches at both the left and right sides. To test the grid lines you put the tip of a test light to a grid close to the far left or right of the glass and verify it lights up. Obviously the car must be on and the defogger switch on as well. One side will be a very dim test light and the other side will be brighter. Each and every line should be tested to confirm all get power. If one of those connectors on the side is broken, no grid lines will work but the relay still will power up. Putting your palm on the glass will not verify a thing!
