1991 Fleetwood 4.9 EGR issue

Default 1991 Fleetwood 4.9 EGR issue

I have a 1991 Fleetwood front wheel drive with a 4.9 liter engine. I live in California and have to meet very strict emissions standards. The car passes two of the three categories. The category it will not pass is the EGR test. I did a test on the EGR valve and it is in good working order and the EGR solenoid also works. Does anyone know what triggers the EGR solenoid? I pulled the solenoid off and put battery power through it. It clicks loudly when electricity is applied. My thought it that the problem must be that the solenoid is not being activated. Is there a relay that activates the EGR solenoid? If so, do you know where it is and what is it called?
