Default 2000 DTS Suspension issues

Hello all. I'm getting the fault/code that reads my max speed limit is 90 mph. It is my understanding that this is oftentimes due to the need to replace the struts. Also, the rear doesn't sit as leveled as it should, which leaves me to believe that it's because the compressor doesn't activate when car is started or otherwise. My question now is can the compressor not working be the cause for both problems, or do i need to replace struts, rear shocks, and compressor?

Second question is how can I find out if the compressor is actually shot or if there's something else causing it not to come on? It would also help if I can get an idea as to what it would cost to get a replacement compressor, and the best place to get it from.
