I have a 91 Sedan deVille. My windsheid wiperslow,high and washers work, but I don't have delay on my wipers.

 

Hey DS: The problem with your wipers is most likely the washer pump relay. Usually the part is about $60 and is quite easy to change . You will find it on the firewall in the engine compartment.A good source is www.usapartssupply.com Good luck with that.
