Possibly. I would double check the battery though. I would disconnect and clean the terminals. and look over the wiring.
And if possible put a volt meter on the battery and see what the voltage does when you hit the starter.
Does all the lights, and radio still have full power while trying to start the car?
If all that checks out then I would say yeah a starter.
I had the same problem with may 90 deville. starter seemed to drag, clean the terminals that help a little. come to find out the positive wire under the insulation was all corroded.
and another time it it would just click and turns out the battery had 12.5V, hit the starter it would go down to like 9 or 10.
