Default Buying a 2008 CTS DI

Hi all,
A local individual is selling a 2008 CTS DI with only 30k miles on it. It belongs to his mom, who can no longer drive.
I took a look at it and drove it this morning. It had quite a bit of work done to it in the past year. The front brakes and rotors were replaced. Sounds unusual unless the driver rode the brakes. The timing chain was also replaced. I read about the timing chain problems here and am not sure the replacement is a cure for future problems. There are a couple of scuffs on the doors that maybe could be buffed out. The biggest cosmetic defect is a dent in the center of the rear bumper. It's in the metal part that covers the rubber part. I'm wondering what that might cost to replace-I have yet to call a body shop or dealer in order to get a rough idea. Maybe someone here has had to deal with that.
Those are the main concerns. The car drives nice and is AWD. He wants $12k. I think he will haggle a little over the rear bumper dent. What do you think overall?
