Had existing brake light assembly lock cylinder replaced to resolve missing dust cover. Key rotates a full 90 degrees when not assembled into trunk latch. It looks like work was completed properly as it matches service manual and photos I saw of other brake lights. When I put all the parts together, the lock will not rotate to full 90 degrees. It comes up just short of releasing the latch. I have tried every possible adjustment I can come up with and it still does not quite rotate completely.

I'm convinced I am doing something wrong but spent an entire day working with it to no avail.
