Cadillac Allante - Cant find the low beam relay

I have a 1991 cadillac allante and both low beam lights will not come on.I replaced them but not working the fuses are good where is the low beam relay located.

I wasn't sure exactly what was repalced.

i think he replaced the light bulbs.
