Default 1991 Cadillac won't start

My son is driving my mothers caddy because he wrecked his vette. It just won't start. We tested the starter starter and it is gettin juice. We could hot start it but it wouldn't start. you can turn the key over and it won't even click. Thought the battery was dead but put a new one in and it still won't start. You can hear the fan working and lights but it won't start. When they hot started it it would turn over but wouldn't run. Any ideas other son is andwould be helpful he lives 150 miles away and we need to get him back on the road..I am not a mechanic but we have someone who could help if we had an idea. Anyone got any? We thought it could be the neutral safety switch but not sure....???help??

ok I just saw the thread about the bypass for the security system. That just has to be the prob. Thanks everybody, if anyone has a better idea please let me know because I have to find someone to even see if this could be it. If there are any other possible reasons I would be happy to intertain them.
