Question 1964 429 low compression

Hey guys, been here for awhile but haven't been able to get into my projects much until it started warming up here in MI. I bought a '64 SDV as a DD in December and have been messing around with it doing odd jobs here n there like shocks brakes etc. At any rate, I've got cylinder #5 with compression around 60 lbs cranking, WOT. I put about 500 miles on the car thinking it might just be sticky rings that would free up with heat and usage. No change, yet. New plugs, new wires, valves aren't stuck, burns NO oil at all... Am I correct in assuming it might still be stuck rings? Any input would be appreciated before I decide to tear into another project!
