Default lets go to war .. again?

by AP

CHENGDU, China -

China attacked House Speaker Nancy Pelosi Sunday for her recent meeting with the Dalai Lama, accusing her and other "human rights police" of double standards and ignoring the truth about the unrest in Tibet.

China also again accused the Dalai Lama, the exiled Tibetan spiritual leader, of orchestrating anti-government riots in Tibet and neighboring provinces this month in a bid to mar the Beijing Summer Olympics and overthrow the area's communist leaders.

Pelosi's visit to the Dalai Lama in Dharmsala, India, on Friday was the first by a major foreign official since the protests broke out. The Democratic leader said if people don't speak out against China's oppression in Tibet, "we have lost all moral authority to speak on behalf of human rights anywhere in the world." China's official Xinhua New Agency published commentary Sunday accusing Pelosi of ignoring the violence caused by the Tibetan rioters.

"'Human rights police' like Pelosi are habitually bad tempered and ungenerous when it comes to China, refusing to check their facts and find out the truth of the case," it said.

"Her views are like so many other politicians and western media. Beneath the double standards lies their intention to serve the interest groups behind them, who want to contain or smear China," it said.

Default What is the fuel consumption of the Hummer?

What is the fuel consumption of the Hummer?

"we need to put continuous and increasing pressure on the Iraqis to settle their political differences, to pay for their own reconstruction with their oil windfalls, and to take the lead in conducting military operations," said Levin, D-Mich.

"Iraq has about $30 billion in surplus funds stored in U.S. banks, according to Levin. Iraq is looking at a potential boon in oil revenue this year, possibly as much as $100 billion in 2007 and 2008.

Meanwhile, the U.S. military is having to buy its fuel on the open market, paying on average $3.23 a gallon and spending some $153 million a month in Iraq on fuel alone."

Rumsfeld said the oil would pay for the war. Of course he's not around anymore either.

Unfortunately the oil in Iraq is not controlled by the US backed government there. It is under the control of the Suinies in the two sections of the country where the fighting is the fiercest today. No oil is flowing from Iraq.

Foreign Policy Roles of the President and Congress

The United States Constitution divides the foreign policy powers between the President and Congress so that both share in the making of foreign policy. The executive and legislative branches each play important roles that are different but that often overlap. Both branches have continuing opportunities to initiate and change foreign policy, and the interaction between them continues indefinitely throughout the life of a policy.
This report identifies and illustrates 12 basic ways to make U.S. foreign policy. The President or the executive branch can make foreign policy through:
1) -- responses to foreign events
2) -- proposals for legislation
3) -- negotiation of international agreements
4) -- policy statements
5) -- policy implementation
6) -- independent action.
In nearly all of these cir***stances, Congress can either support the President's approach or seek to change it. In the case of independent Presidential action, it may be very difficult to change policy in the short term; in the case of a legislative proposal by the executive branch or treaties and international agreements submitted to the Senate or Congress for approval, Congress has a decisive voice. In most cases Congress supports the President, but it often makes significant modifications in his initiatives in the process of approving them.
Congress can make foreign policy through: 1) -- resolutions and policy statements
2) -- legislative directives
3) -- legislative pressure
4) -- legislative restrictions/funding denials
5) -- informal advice
6) -- congressional oversight.
In these cir***stances, the executive branch can either support or seek to change congressional policies as it interprets and carries out legislative directives and restrictions, and decides when and whether to adopt proposals and advice.
