Probably your belt slipping, try not to turn to the lock position but have your belt checked as per my "maintenace post".

Very easy item to do if you know how. Takes about 30 seconds to change. Last belt I got was for my Suburban, $49.

Worst case is a steering rack that is malfunctioning. There are little valves in the rack that send fluid to each side for power assist when turning. If they stick you get no power assist. Does it feel like manual steering?

Sorry I was answering groce45. Also I am in Canada so I can't help on a mechanic. Most local garages have experience with Cadillacs, but best to check with them. It's not like they are some forbidden car to work on but helps if they have seen a few.
