I've inherited a 2006 Cadillac CTS with 30,000 miles on it. The car was always garaged; and was taken to the car wash only a few times. For some reason the clear coat on the wheels is coming off (see photo). I have 2000 Chrysler Minvan that still look great. Is this normal wear?

Anyone know of recalls for this?

What is the best way to refurbish them?
