does it matter if you toruqe the wheellug-nuts while the car is lifted off the ground? or you supposed to torque them when you set the car down?

Snug 'em in the air, torque 'em on the ground, or in the air depending if on a lift or a car jack. I believe the reason we didn't torque untill car was on the ground was to prevent the car and the jack moving in that direction. Basically a safety issue.

Snug them when the vehicle is in the air. Then lower it and torque the wheel nuts to proper spec while its sitting on the ground. I do not have a 1989 Fleetwood manual. But I did look at my 1989 Eldorado/seville book and that says 100Ft-lbs. Chances are they are not different but I would just double check a manual for your vehicleto make sure if it possiblyis a lower torque requirement unless you already know your torque spec needed.
