Programming a key fob a simple task?!

Default Programming a key fob a simple task?!

Had only 1 working remote key fob on the 99 Deville I purchased. It will take up to 4 fobs but for the 99 you need a Tech 2 scan tool (IF ANYONE KNOWS HOW TO DO THIS WITHOUT THE TECH 2 PLEASE RESPOND).
Got 3 more fobs on fleebay. Most important is the FCCID. Have done this on other cars like my vette, montana, mustang and its pretty easy.
Anyway called around and got some really ridiculous prices from GM dealers.
Tried locksmiths but no one can fork over $2K or so for a Tech 2.
Went to a local dealer who quoted a reasonable price. First checked fobs and batteries and tested them an Auto Zone where they have an RF tester where they sell fob batteries. All remotes gave similar results using all buttons on the RF tester. After waiting over an hour at the dealer the technician came over and said that NONE OF THE REMOTES WOULD PROGRAM. He said the message said to replace the RKE receiver. I said if it wasn't RECEIVING then how was my original fob working on all 4 buttons?
I asked about the ONE that worked when I came in for service. He said he didn't TRY that one. I had the programming instructions WITH ME and showed them to him. I said try starting with the fob that NOW WORKS.
He disapeared and about a half hour later the service advisor said ALL MY FOBS WERE PROGRAMMED. Ain't that AMAZING????
I tried all of them before I even put the key in the ignition. All 4 worked FINE.
Motto: If at first you don't succeed DON"T LET THEM TELL YOU IT ISN'T POSSIBLE.
Has anyone who has done this before ever experienced a problem like this?BIGHANK
