Default Starting Problems

I own a 2001 Cadillac Seville SLS and just started having starting problems. When I put the key in and turn, the dash lights up like usual, yet when I finish the turn, the dash goes black and nothing happens. I have smelt something on several occasions but not everytime. If I put key and turn it till dash lights up and then wait...sometimes the car will then start. What I've noticed is if the fuel gauge stays stuck on empty then eventually it moves to indicate fuel in tank, then it will start. What could this be? I've been told too check my EFI relay?
