2004 ignition key problem

2004 ignition key problem
I have a 2004 Deville DHS that is having a problem when inserting the key in the ignition.I believe the tumblers are going bad . How do I replace this?Do I have to remove the steering wheel, or can the lockset be popped out and another installed?
