Default 1998 sts license plate cover removal help.

Hey guys, I just purchased a sts and its my first cadillac. Well I live in Chicago and state laws require both front and rear plates. I tried moving the front plastic cover but all i can do is remove the top portion. How do you remove the bottom part?? I dont wanna break anything, so i rather ask first before force is taken. I searched everywhere and didnt seem to find any answer. Thanks guys

i live in chicago too. if you're going to take the front plate off, are you going to drive with no front plate or are you going to put it up by your windshield?

Well, I am still going to drive the car with the front plate on the front bumper. I rather have it look kinda ugly than risk a ticket. My dillema is removing the cover that covers up the front plates. Its a plastic retangular piece that goes right in the middle of the bumper. I am having trouble removing that, with out giving force to it. So anyone know how to remove it???

Remove two screws going upward into bumper facia from bottom, pull bottom outward and slide down to release tabs that hold top in.
