Cadillac sixty two series overheats

Exclamation Cadillac sixty two series overheats

Hello, I send greetings from Spain. I have a 1964 Cadillac series 62 with the 429 engine and it overheats a lot. The dashboard gauge reads 3/4 and even 4/4 at idle. When the car is driving, the indicator shows 1/4 or 2/4. We have completely rebuilt the engine and put in a new aluminum radiator (not the original). All parts are new and purchased in the USA for this specific vehicle. Apparently they work well. The entire circuit has been cleaned, the radiator has been checked to ensure that it is not clogged, the water pump has been checked and the thermostat also works correctly. We have also measured the engine temperature with a digital thermometer and it exceeds 215 degrees at idle. Does anyone know why it could be overheating?
Before restoring the engine it also overheated
