Default Choosing between a Scooter Vs a Bike on TCO metrics?

What is the usual consideration while choosing between a Scooter and a Bike.Now that all the engine of either types are of 4-stroke by statute, why and what is the reason for differences in fuel efficiency? Considering TCO (over the life of a 2-Wheeler (say 10years or more)which is the SPECIFIC Model most cost efficient in terms of TCO as of a Scooter and a Bike as available in market currently); PLEASE substantiate your claims with reasons and adequate reasoning of your own with YOUR Answer to the following Question: How is a Tubeless tyres engineered/ manufacture,what are the advantages and disadvantages of using the same in forthcoming Two Wheelers (like the New Honda ACTIVA Scooter tentatively scheduled to be
launched in August).
