Default 97 sts

I have an issue with the gas mileage on my 97 STS. I do mostly city driving and I get 13 mpg. The engine just turned 150,000. My son told me I need to put a cold air intake on the car to improve mileage and performance. Does that make any sense and what will it do? I see them on e-bay for around $20.00. Is it worth it and are the ones on E-bay any good?
Thanks

I don't think that would improve your MPG . You may wanna tune up your car .

I was told by a mechanic when I bought the car, about a month ago, that I do not need to replace the plugs.

I don't think cold air intake will hurt mpg. Some things that effect mpg: under inflated tires, dirty air filter, driving habits, carbon build up, running 87 instead of 91+ octane. At 150k miles scan diagnostic, if no codes are stored, may reveal degraded O2 sensor(s), engine temp running on the cold side, or other conditions that cause poor economy. It may also be worthwhile to check for restricted cat conv. If city driving is mostly driving in a slow moving parking lot, your are most likely out of luck.
