Default What IS this part? It was disconnected (PICS)

Yesterday while checking into my lack of washer fluid spray I noticed this component in the vicinity of my master cylinder and brake booster. It looks like a compressor and there was a big wiring bracket disconnected from it just hanging behind it, from the looks of it this was disconnected for a while as the connector was covered in dust. I put it back on and the car drives no different than it did beforehand. The manual gives no hints on what this part does, and there are still a couple loose wires/connections with no apparent place they should link up with. Pics for reference; any info is welcomed.

Its a 1981 Sedan DeVille, with the 368 V8-6-4 I am guessing it may be the compressor for the automatic ride leveling system but that is pure speculation on my side.

Componet is ELC compressor. Green connector is a test terminal, possibly for timing or fuel pump....nothing plugs into it.

The main connecting wiring to this that clips on the side of the ELC compressor was off, I clicked it back on but why would that be unhooked? Did it get detached while shutting the hood one day, or somebody before me d/c'ing it for some other reason? Occasionally 'LEVEL RIDE' lights up on my dashboard and the car does feel more composed in driving afterwards so how could somebody unplug that?
